Josh Ney was appointed as the Interim Kansas Securities Commissioner in February 2013 by Governor Sam Brownback. Prior to his appointment, Ney served as a Special Assistant Attorney General and policy staff attorney for the office, handling securities fraud felony prosecutions and providing policy and legal support to the commissioner. In 2012, Ney authored a legal article entitled “Securities-Related Prosecution in Kansas: A Primer,” published in the Fall/Winter 2012 edition of the Kansas Prosecutor, the legal publication of the Kansas County and District Attorneys Association.

Interim Commissioner Ney came to the securities commissioner's office in 2011 from a criminal law enforcement background, having served as the First Assistant County Attorney in Jefferson County, Kansas. As a county prosecutor, Ney handled a diverse caseload of person and non-person felony, misdemeanor, traffic, juvenile offender, and child in need of care matters. Ney has also practiced privately in northeast Kansas and has served as a city attorney, municipal prosecutor, and county counselor.

Ney also currently serves on the Kansas Human Rights Commission as the commissioner representing the Kansas legal profession. Ney was appointed by the Governor and confirmed by the Senate to that position in 2011.

Ney graduated with dean's honors from the Washburn University School of Law and served as a published staff writer on the Washburn Law Journal. Ney is a member of several professional organizations, including the Kansas Bar Association, the Kansas County and District Attorneys Association, Oskaloosa Rotary Club, and the Jefferson County Chamber of Commerce. Ney is active in his church in Lawrence, Kansas and lives on a farm with his wife, Carol, and their four children in rural Jefferson County.
